The IT Manager is mainly responsible for : 1/Defining and implementing the IT strategy to support the global strategy of the Luxembourg Institute of Health; 2/ Ensuring smooth and safeguarded running of IT infrastructure; 3/ Organizing allocated resources and managing the IT team inter alia by participating in the following activities: management of the IT infrastructure, the corporate applications and the support of users in their daily activities (helpdesk).

Key Accountabilities
  • Provide highest availability and security of the LIH IT system.
  • Assist all departments in the drafting of the specifications relating to the purchase or development of IT equipment (hardware or software) for specific projects linked to information systems.
  • Contribute to the implementation of the objectives of the Luxembourg Institute of Health through the development of a reactive and proactive technical expertise in order to simplify and speed up the execution of projects and add additional perspectives.
  • Establish a network of scientific partners and private contacts who can provide products and services for the activities of the Luxembourg Institute of Health or who can become partners for future cooperation.
  • Contribute to the development of the ERP platform (Odoo) and negotiate maintenance contracts linked to the IT system infrastructure as a whole.
  • Manage the technical development of Internet and Intranet websites, including remote access.
  • Establish budgetary forecasts for the IT unit.
  • On request, set up public procurement documents for the purchase of IT hardware, software and services.
  • Develop internal procedures (validated by the management) in terms of organization of the IT unit, security of the computing equipment, IT purchases, etc.
  • Participate in the enhancement of the institution's process
  • Foster exchange of best practices with other research institutes
  • Develop the reporting and monitor capabilities of IT activities.

  • University Degree in Information Technologies or another relevant field.
  • Very good knowledge of the modern data center/cloud/infrastructure design.
  • Good knowledge of basic concepts and techniques with regard to the setting up of IT systems and networks on the one hand and operating systems on the other hand.
  • Hardware, software and telecommunication architectures of equipment knowledge
  • Rigour and organisation, good contact with users in order to identify and understand their needs, good human qualities allowing teamwork
  • Excellent writing skills.
  • Language skills: very good command of French and English (Luxembourgish is an asset).
